CIDB tenders — common questions
What are CIDB tenders?
CIDB tenders are construction and infrastructure tenders that require bidders to hold a Construction Industry Development Board (CIDB) grading. The CIDB registers contractors on a 1-9 scale by work class (for example GB for general building or CE for civil engineering), and government construction tenders specify the minimum grade a contractor must hold to bid.
What is the CIDB grading system?
The CIDB grades contractors from 1 to 9 based on their financial and works capability, and each grade unlocks a maximum contract value. Grade 1 is the entry level (up to about R200,000) and needs no track record, while Grade 9 has no upper limit. The exact value caps vary slightly by work class — see the table above.
How do I find CIDB Grade 1 tenders?
Grade 1 is where most new contractors start. Set a free ProTenders alert for construction or maintenance keywords in your province and filter to smaller-value work — Grade 1 tenders are typically minor building, painting, and maintenance jobs under R200,000. Do I need CIDB registration to bid?
For construction works tenders, yes — you must be registered at or above the grade the tender specifies, in the relevant work class. Registration is done through the CIDB. You'll also need CSD registration, a tax PIN, and a B-BBEE certificate or affidavit. Supply-only and professional-services tenders may not require a CIDB grade.
How do I move up a CIDB grade?
You upgrade by demonstrating a higher financial capability and a track record of completed works at your current grade. Winning and delivering Grade 1-2 contracts well is the fastest route to qualifying for Grade 3 and above, which unlock larger, higher-value tenders.
