FAQ
Public works tenders — common questions
What are public works tenders?
Public works tenders are government procurement opportunities for building, infrastructure, and property — new construction, renovations, building maintenance, roads, water, and professional services like engineering and quantity surveying. They are issued by the national Department of Public Works and Infrastructure (DPWI) and its provincial counterparts in each of the nine provinces.

Do I need CIDB registration for public works tenders?
Most construction and infrastructure tenders require a Construction Industry Development Board (CIDB) grading appropriate to the contract value. As a rough guide, a Grade 1 contractor can bid on works up to about R200,000, Grade 3 up to about R2 million, and Grade 6 up to roughly R40 million, with Grade 9 carrying no upper limit (exact thresholds vary by work class). You'll also typically need CSD registration, a tax PIN, and a B-BBEE certificate. Each tender states the minimum CIDB grade.
Are there public works tenders for small contractors?
Yes. A large share of public works tenders are CIDB Grade 1-3 and are reserved for or favourable to emerging contractors, with strong B-BBEE and local-labour preference under the 80/20 PPPFA system (for contracts under R50 million). Building maintenance, painting, and minor works are common entry points for first-time bidders.
