A government tender is a formal invitation from an organ of state, a national department, provincial government, municipality, or state-owned entity, to submit a competitive bid. Every contract above R30,000 must be advertised under the Public Finance Management Act or Municipal Finance Management Act. Bids are scored on the 80/20 or 90/10 PPPFA points system, combining price with B-BBEE contribution. Government must pay valid invoices within 30 days under Treasury Regulations.
