Who buys cleaning services in South African government?
Just about every organ of state does. The biggest buyers are provincial health departments for hospitals and clinics, provincial education departments for schools and hostels, the Department of Public Works for national office buildings, and metros and local municipalities for their own facilities. State-owned entities like Eskom, Transnet and PRASA tender for their own sites too.
What do I need to bid on a cleaning tender?
At minimum, CSD registration and a valid tax compliance status, a B-BBEE certificate or sworn affidavit, and proof you are registered with the Compensation Fund (COIDA) since you are placing staff on a client site. Most cleaning tenders also require UIF registration and evidence that you will pay at least the sectoral determination minimum wage for contract cleaning.
Are cleaning tenders realistic for a small business?

Cleaning contracts are labour-based rather than capital-intensive, they are frequently awarded per facility or per district rather than nationally, and evaluation on contracts under R50 million uses the 80/20 preference-point system where a strong B-BBEE score and local employment commitments count for real points.
