The market for utilities in the North West province is relatively small, with a total spend of about R491 million. Unfortunately, it's not growing, with zero year-on-year growth, which might make it tougher to get a foothold. It's also a very crowded market, with only one supplier currently serving the single department that's buying, so you'd need to think carefully about how to differentiate your business. The good news is that the Department of Trade and Industry's Broad-Based Black Economic Empowerment programme is prioritising black-owned businesses, with about 98% of the allocation going to them. If I were you, I'd focus on building relationships with the single department that's buying and see if you can find a way to get a favour with them, given the limited competition.
