Transport & fleet tenders, South Africa 2026

Scholar transport routes, fleet maintenance, vehicle hire, courier and bulk haulage contracts from provincial departments, municipalities and state-owned entities, updated daily. Most of this work is awarded route by route or region by region rather than as one national contract, which is what makes it reachable for owner-drivers and small operators.

What you can win

Three transport markets in public procurement

Moving learners, running fleets, and shifting goods for the state.

Scholar transport

Provincial education departments contract operators to move learners to and from school on fixed routes, usually per route and per learner. These are among the most accessible transport contracts for owner-drivers and small operators, and they run on multi-year cycles that are advertised route by route.

Fleet, vehicle hire & maintenance

Departments, municipalities and state-owned entities tender for vehicle hire, fleet management, servicing, tyres, panel beating and fuel supply. If you run a workshop or a hire fleet, this is steady, repeatable work that is often split into regional lots rather than awarded as one national contract.

Logistics, courier & bulk haulage

Government moves a lot of physical goods: medicines to clinics, textbooks and stationery to schools, furniture to offices, and documents between departments. Courier, warehousing, distribution and bulk haulage tenders come up throughout the year across health, education and public works.

Questions

Transport tender questions, answered

Who awards transport tenders in South Africa?
Provincial departments of education and transport are the biggest buyers, mainly for scholar transport and fleet services. Municipalities tender for their own fleet maintenance and refuse logistics, provincial health departments for patient and pharmaceutical transport, and state-owned entities like PRASA, Transnet and Eskom for their own operational and staff transport needs.
What do I need to bid on a transport tender?
CSD registration and a compliant tax status are the baseline, plus a B-BBEE certificate or affidavit. Beyond that it is operator compliance: valid operating licences from the relevant Provincial Regulatory Entity for passenger transport, roadworthy certificates, drivers with the correct PrDP category, and passenger liability insurance. Scholar transport tenders usually specify vehicle age limits and seating capacity too.
Are scholar transport contracts realistic for an owner-driver?
Yes, and they are one of the more accessible ways in. Routes are typically tendered individually or in small clusters rather than as one province-wide contract, so a single compliant operator with the right vehicle can bid. The constraints are compliance rather than scale: the operating licence, the PrDP, the roadworthy and the insurance need to be in order before you bid, not after you win.
How are transport tenders priced?
Passenger contracts are usually priced per route per day or per learner per trip; fleet and maintenance work is priced against a rate schedule; haulage is priced per kilometre or per load. Contracts under R50 million are evaluated on the 80/20 preference-point system, so price does most of the work and B-BBEE and local-operator points make up the balance.
How do I hear about transport tenders early?
